Why "HDMI 2.1" does not always mean the same bandwidth

A monitor, TV or graphics card is advertised as "HDMI 2.1", but it can't run the mode you expected. The label is doing less work than it looks like.
The short answer
"HDMI 2.1" tells you a device implements some features from the HDMI 2.1 specification. It does not tell you the link speed. HDMI 2.1 devices use "Fixed Rate Link" (FRL) and can run at 24, 32, 40 or 48 Gbps. A monitor labelled HDMI 2.1 that only implements 40 Gbps is completely valid - and about 15% short of the maximum.
Gross rate vs usable data
FRL also has encoding overhead. The commonly cited figures are: 48 Gbps gross is about 42.6 Gbps of usable payload; 40 Gbps gross is about 35.5 Gbps usable. Only the usable payload matters when checking whether a mode fits, so "48 Gbps" is not a number you can compare directly against a mode's requirement.
What this costs you
- A 40 Gbps HDMI 2.1 input may need DSC for a mode that a 48 Gbps input runs uncompressed.
- Chroma subsampling (4:2:2) may be forced where a full 48 Gbps link would allow 4:4:4.
- 10-bit / HDR at high refresh is where the gap shows up first.
How to find the real number
- Check the manufacturer's spec sheet for an explicit Gbps figure or FRL rate - many don't state it.
- Look at the maximum modes the manufacturer's timing table actually lists for the HDMI input. Those are authoritative even when the raw rate isn't given.
- Trusted review labs (e.g. TFTCentral, RTINGS) sometimes measure the real FRL grade.
- If none of those exist, the real rate is genuinely unknown - and a checker that's honest will say UNKNOWN rather than assume 48 Gbps from the label.
- Run a check for your exact pair to see whether the verdict rests on a verified timing row or an unverified link rate.
